These Hood Rules are NOT Laws. They are designed to give you a look into the daily going-ons and help you understand the way Paragon City is set up.

HOOD RULES

Jail and Guards, Penal System Career

Paragon City has a fancy for making Sims work in Sim-owned businesses and facilities. To create Jobs, it is important that the hood funds and creates some public buildings in which the Sims can work, for example the Library, Medical facility, or Jail.
Sims are only allowed to work as a Guard in Jail if they have the respective "Penal System Career".

To make sure that the Jail always has at least two Guards to watch the prisoners at any shift, we will need lots of Sims that work in the Penal System Career.

Vacation Homes and Commercial Realty
Vacation Homes can only be bought from the Vacation Realty Office, just as businesses may only be purchased from the Commercial Realty Office. Both are Sim-Owned and therefore meet the requirement of self sufficient trade and economy.
Most Vacation Homes will be at least partially finished, while commercial lots often are empty but already very pricey.
Say there is an empty lot you'd like to purchase to build a restaurant. The lot itself may have cost barely 3000 Simoleons, but depending again on location and development of the lot, it may cost you upwards of 28.000 Simoleons. Why? This lot is gonna make you many Simoleons for a long time, so don't you think it's worth it?
So you may have to take up a Loan with the bank and pay it off together with your regular bills.

College
The cost for college is 25.000 Simoleons per student (payable to the Education Minister who runs the Community College) until Graduation.
You may ask yourself: "If I can't take any job with a regular career from SimNation, why even go to college?" Because the pay in a Sim-owned business will very much depend on your skills.
Talent Badges are of adavantage. Every Badge you learn costs 3.000 Simoleons, also payable to the Education Minister.
